Municipality selection methodology

With 5 564 Brazilian municipalities to choose from, it was necessary to use a methodology based on macro data to identify a selection. The method used was a two-step marco data analysis completed with closer analysis of a smaller selection of municipalities.

The first step identified states for further investigation. The macro data used included four criteria:

  • high percentage of population attended by sewage network • high water prices
  • high percentage of state GDP invested in wastewater treatment • high percentage of state population with sewage network but no wastewater treatment. The results showed greatest potential in the states of São Paulo and Minas Gerais

The second step involved evaluating municipalities within these two states and was based on the following criteria:

  • high population size
  • high GDP per capita
  • existence of a finalized municipal sanitation plan
  • involvement with new projects
